The Personal Information Protection Act (PIPA), S.B.C. 2003, c. 63, regulates the way organizations in British Columbia collect, use, retain, secure, and disclose personal information. "Personal information" means information about an identifiable individual and includes both paper and electronic records.
Eli Frolov, Notary Public, carrying on business as Edmonds Notary ("the Notary", "I", "me"), recognizes the importance of privacy and the sensitivity of personal information received in the course of notarial practice. I am committed to protecting the privacy and confidentiality of the personal information of all clients and individuals whose information I handle, in accordance with PIPA and my professional obligations as a member of the Society of Notaries Public of British Columbia.
To provide legal and notarial services to clients, I need access to all relevant facts and information relating to the matter at hand. This will necessarily include personal information about my clients and, in some circumstances, about individuals other than my clients (for example, beneficiaries named in a Will, attorneys named in a Power of Attorney, or parties to an agreement).
Where possible, I collect personal information directly from the individual to whom it pertains. If necessary to provide the requested service, I may collect personal information from other sources, such as third-party documents, government registries, or other parties to a transaction.
By retaining me for advice or representation, a client consents to my collection, use, and disclosure of the client's personal information to the extent necessary to properly advise and represent the client.
In accordance with PIPA, I may collect, use, or disclose personal information about individuals other than clients without express consent where the purpose would be considered obvious to a reasonable person in the circumstances, or as otherwise permitted by PIPA. Circumstances in which PIPA permits collection, use, or disclosure without consent include, but are not limited to:

I recognize my professional and legal obligation to protect the confidential information of clients and others. I have implemented reasonable physical, organizational, and technical safeguards to protect personal information against unauthorized access, collection, use, disclosure, copying, modification, disposal, or destruction. Client files are retained securely and access is limited to those who require it to provide the service.
I retain personal information for as long as necessary to fulfill the purpose for which it was collected, to meet legal and professional obligations (including the record-keeping requirements of the Society of Notaries Public of BC), and to resolve any disputes. When personal information is no longer required, it is securely destroyed or de-identified.
